Healthcare campuses carry high life safety responsibilities under the National Building Code of India (NBC Part 4). Fire pump houses, deluge valves, wet riser mains, and smoke detection panels must remain permanently pressurized, monitored, and tested 24 hours a day, 365 days a year. Sized at an estimated annual value of INR 22 Lakh, the project avoids the heavy capital burdens of large industrial EPC contracts. In accordance with Central Public Procurement Policy guidelines and GeM General Terms and Conditions (GTC), registered Micro and Small Enterprises (MSEs) holding valid Udyam Registration enjoy a 100% statutory exemption from depositing the INR 44,000 Earnest Money Deposit (EMD).

The procuring authority oversees multi-specialty hospital buildings, trauma care wards, outpatient clinics, and nursing hostels with high inpatient occupancy. Hospital environments cannot tolerate false alarms that panic patients or pump pressure failures that violate Fire Safety No-Objection Certificates (NOC).

The evaluation committee comprises executive mechanical/electrical engineers, medical superintendents, and municipal fire officers who enforce strict operator discipline, authentic logbook maintenance, prompt valve gland packing adjustments, and seamless performance during annual fire evacuation drills.

The contracted agency will deliver full-spectrum round-the-clock operational, preventive, and corrective maintenance across four core modules:

A. Fire Pump House 24x7 Operation & Maintenance

Continuous shift operation and monitoring of the main electric motor fire pump (minimum 2,850 LPM capacity), standby diesel engine fire pump with automated battery charging, and electric jockey pumps.

Maintaining continuous static pressure (minimum 7.0 kg/cm²) on the riser header; weekly manual cranking and 15-minute load testing of the diesel engine, fuel filter replacement, and lubricating oil servicing.

B. Wet Riser & Yard Hydrant Network Maintenance

Periodic pressure testing and flushing of all internal wet risers, external yard hydrants, landing valves, hose reels, and fire brigade inlet breeching connections.

Greasing of sluice and butterfly valves, replacement of perished rubber gaskets, checking canvas fire hoses, and ensuring unhindered water flow across all campus sectors.

C. Addressable Fire Alarm & Detection System O&M

24x7 monitoring of the Centralized Fire Alarm Control Panel (FACP), clearing loop faults, and managing smoke detector address mapping.

Scheduled monthly ultrasonic cleaning and aerosol testing of optical smoke detectors, thermal heat sensors, manual call points (MCPs), and electronic response hooters.

D. Fire Extinguisher Inventory & Drill Management

Quarterly inspection and pressure verification of all portable fire extinguishers (ABC dry powder, CO2, clean agent, foam), coordinating hydraulic testing and gas refilling.

Organizing bi-annual mock fire evacuation drills in coordination with municipal fire services and conducting hands-on fire extinguisher training for hospital nursing and security personnel.
