Scope of Work & Procurement Overview
Christian Aid Nigeria Borno State MSNA Tender 2026: Multi-Sectoral Humanitarian Needs Assessment Consultancy
INTRODUCTION
Christian Aid Nigeria, an internationally recognized humanitarian and development agency operating on the frontlines of protracted crisis relief, poverty alleviation, and community resilience in Nigeria, officially published an open competitive Request for Proposals (RFP) on 15 September 2026 seeking an accredited humanitarian research consultancy firm or specialized evaluation expert to execute a 'Multi-Sectoral Needs Assessment (MSNA) in Selected Local Government Areas (LGAs) of Borno State'.
The humanitarian emergency in Northeast Nigeria, driven by over a decade of armed conflict, violent non-state armed group (NSAG) insurgencies, and mass civilian displacement, continues to generate severe multi-dimensional vulnerabilities. While government authorities and humanitarian partners facilitate gradual refugee and IDP returns, returning households, camp populations, and host communities face catastrophic food insecurity, compromised water, sanitation, and hygiene (WASH) infrastructure, severe protection risks, and total loss of productive livelihoods. To inform strategic emergency response planning, allocate humanitarian resources effectively, and substantiate multi-million dollar donor funding appeals, Christian Aid is commissioning an intensive 30-day multi-sectoral field assessment across Maiduguri Metropolitan Council (MMC), Jere, Konduga, and Bama LGAs.
With proposal submissions closing on Wednesday, 23 September 2026 at 05:00 PM WAT, this procurement represents a high-impact operational contract for humanitarian research consultancies and field evaluation specialists possessing proven access, security protocols, and cultural authority in Northeast Nigeria. This comprehensive TenderMan procurement report delivers an in-depth breakdown of the multi-sectoral assessment scope, sampling designs, field security imperatives, deliverable schedules, and winning submission tactics.
