Scope of Work & Procurement Overview

Oxfam Pilipinas Emergency WASH Tender 2026: Solar Boreholes & Sanitation Infrastructure RFP

INTRODUCTION

Oxfam International, operating through its affiliate Oxfam Pilipinas to deliver rights-based humanitarian assistance, disaster risk reduction, and climate resilience programming across the Philippine archipelago, officially published an open competitive Request for Proposals (RFP) on 10 September 2026 for a strategic construction and engineering framework: 'Emergency Water Supply, Solar Borehole Rehabilitation, Water Treatment Systems, and Resilient Community Sanitation Infrastructure'.

The Philippines ranks among the world's most disaster-prone nations, regularly impacted by super-typhoons, storm surges, seismic hazards, and armed conflict in marginalized provinces. Across vulnerable coastal and island communities in Eastern Samar, Siargao Island, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), extreme weather events routinely contaminate municipal water supplies, damage electrical pumping infrastructure, and destroy sanitation facilities, triggering acute waterborne disease outbreaks. Under its disaster response and climate adaptation portfolio, Oxfam Pilipinas is engaging pre-qualified civil engineering contractors and electro-mechanical water engineering firms to execute turnkey solar borehole rehabilitations, water filtration installations, and disaster-resilient community latrines.

With formal bid submissions closing on Friday, 25 September 2026 at 17:00 Philippine Standard Time (PST), registered engineering contractors and WASH hardware specialists have an immediate opportunity to participate. This framework agreement provides stable, multi-site construction contracts backed by secure international funding. This comprehensive TenderMan procurement report delivers an authoritative breakdown of electro-mechanical specifications, Philippine regulatory licenses (PCAB), solar pumping performance standards, and winning proposal architectures.
